Buildout Pros is customer-focused, providing all levels of construction for renovations, occupied and unoccupied remodels, tenant improvement, and ground up projects. We cover most industries; specializing in Dental, Medical/Healthcare, Salons, Storage, Veterinary Services, and more.
We are your go-to general contractor for all your construction projects, but we don't like to stop at that. Our goal is to be your construction partner, not just another general contractor. As in anything in life, we know the key to any successful partnership is communication.
Our Team

William A Westmoreland IV (Bill)
Owner
Bill is the owner and multi-state commercial construction license holder for Buildout Pros. Bill served his Country as a United States Marine for 11 years, mostly in Marine Aviation. Bill’s attention to customer service and satisfaction is second to none while his ability to build, manage and develop effective management teams were key factors in his business success.

Will Westmoreland
Director of Construction
Will graduated from Oklahoma State University with a Bachelors in Construction Management. After college, he worked for a concrete structures company managing day-to-day operations in the field for multi-million dollar major highway projects.
During his time with Buildout Pros, he has been both a field Superintendent and Project Manager for multiple projects, totaling in the tens of millions. This includes technical builds like dental office, occupied multi-phased remodels, etc. In his current role as Director of Construction, he oversees all projects to ensure their completion is timely to the highest quality within budget.

Outside of work, he enjoys working on his honey-do-list around his house, listening to podcasts, and playing golf.

Nick Pigott
Project Manager
Nick graduated from the University of Illinois Champaign-Urbana with a Bachelor's Degree in Technical Systems Management.
After college, he worked as a Project Manager within the Industrial Industry managing large scale pre-cast warehouses up to 1.5 million sqft. He also has experience within the Hospitality Industry; working on multiple million-dollar hotel renovations.
In his free time, Nick enjoys going to concerts, traveling, and fishing!

Sandy Dicus
Designer
Sandy has been in the design field for 15 years specializing in Interior Design. She received a Bachelor Degree in the field of Interior Design as well as a Bachelor Degree in Apparel Design & Manufacturing. Sandy also has vast experience with the current design programs such as AutoCAD, Chief Architect and Adobe Photoshop to name a few.
Outside of work, Sandy enjoys time with family and friends, her pets, movies, riding Harley’s and photography.

James "Jim" Beck
Superintendent
Prior to joining Buildout Pros, Jim was working as a Project Manager/Superintendent in the renovation industry. He has over 20 years of experience in commercial and residential construction. Jim has helped with all aspects of projects from budgets and schedules to project completion with the highest quality and workmanship.

When Jim is not working, he is spending time with his family in his home state of Missouri. He has been married for 27 years, has four children, and five grandchildren. He enjoys living the outdoor life and practices patience through his good hunting and fishing skills.

Mike Serna
Superintendent
Mike started out his construction career in 1986 when he joined the Navy. He served as a heavy construction equipment operator in the Seabees-Construction Battalion. After 5 years of service, he worked as a paramedic. After doing that for a few years, he went back to school to complete his Bachelor's Degree in Construction Management, and then his Master's.

After working in numerous trades, positions within construction companies, and even teaching High School construction; he prefers a position as the on-site Superintendent. It allows him to be in the field, have more direct control of the project, and occasionally do some work with his hands.

Don Thomas
Superintendent
After graduating high school, Don got his degree in auto mechanics. With that degree, he started working for a log home contractor. After two years there, with the knowledge gained, he started his own company building homes. While building homes, he met Buildout Pros' owner Bill.

Eventually his own business shifted to commercial construction, growing his skillset in the industry. He re-joined forces with Bill, here at Buildout Pros, to contribute as a working crew leader. At Buildout Pros, he then grew into a Superintendent role managing large and complex projects.
​
Outside of work, he likes to do work on his own home and go fishing!

Liz Garcia
Project Coordinator
Liz has had a passion for construction her whole life, as she was born into a construction family! She enjoys all projects from remodeling to building new construction.

Outside of work, she enjoys spending time with her family, traveling, and exploring the outdoors with her puppy (Lucy).

Timothy Johnson
Senior Estimator
Tim has worked on industrial and nonindustrial commercial construction sites for over 15 years.
While working, he was able to attended college and earn an Associate degree in Applied Science for Civil Engineering Technology. He is in the process to complete a Bachelor in Science for Civil Engineering.
Tim is currently working as the Senior Estimator in commercial construction for the past 3 years.
He enjoys spending time with family, fishing and being on the open salt water when he’s not at the office putting together bids.

Paul Heffernan
Project Manager
Paul graduated from the Illinois Institute of Technology with a Bachelors in Industrial Technology and Management. Paul has over thirty years in the construction industry and has held multiple roles including titles like Client Services Manager, Warranty Manager, and Project Manager. He has worked hand in hand with clients, architects, and municipalities over the years. Overall, he just loves the construction industry and the relationships built in it throughout his career.

When not in the office, Paul cherishes his time with family and loves to travel.

Leonard Procaccini
Project Manager
Lenny has been involved in the construction industry almost his entire life. His grandfather worked for a local general contractor for over 40 years. Lenny started as a plumber's apprentice in his father's Heating & Plumbing company. After his apprenticeship, and attaining his Journeyman's license, Lenny immersed himself into the planning and estimating side of the industry.
​
He later started his own Mechanical and General Contracting Company, specializing in water treatment and wastewater treatment construction; along with hospital and elderly housing projects.
​
In recent years, he has found it fulfilling to work as both a Project Manager and a field Superintendent, concentrating on self-storage facilities.
​
In his spare time, Lenny enjoys spending quality time with his wife and family.

Shelby Westmoreland
Operations
Shelby has a strong background in operations, sales, and marketing. She has experience with high value sales and luxury-level client experience. Currently, she is focused on the controlled year of year growth and front office management.
Outside of work, she enjoys spending time with her two pups (Maya and Ollie), traveling, reading, and trying new restaurants in town.

Gerald Combe
Superintendent
Gerald is versatile and innovative with nearly three decades of construction experience in residential, multifamily, mixed-use, commercial, tilt up and light industrial projects. His career started years ago in construction sales which grew to regional leadership and the management of overseeing the profitability and growth of construction offices across the country. He is passionate about construction and thrives on customer satisfaction from beginning to the end of each project. With a Bachelors of Science in Business Management, Gerald's leadership skills and attention to detail along with an in-depth understanding of construction techniques helps produce a finished project to be proud of. Whether sitting behind a desk or leading projects in the field, Gerald brings alot of experience to any project.

During his off time, Gerald focuses on spending quality time with his family and also loves traveling abroad. He has traveled to over 14 different countries. He also likes to read documentaries and books on self development.

Pat Solomon
Superintendent
Pat essentially grew up doing construction. In his early years during the summers when he wasn’t working tobacco, he was building homes. He quickly realized his passion for the construction field and started working in commercial construction learning all aspects of the job. He has led teams working on multi-million dollar jobs and has always outpaced his peers.
During his off-time, Pat enjoys hunting, fishing and relaxing with his family and friends. He feels strongly about his love of family and faith. He is easily described as someone who is honest, hardworking and caring. He definitely has his humorous side as well. He likes to keep the mood light but get the job done safely and quickly!

Debra Harkins
Project Coordinator
Debra has worked as a Project Coordinator for multi-million dollar companies such as CH2M Hill/FL (now doing business as Jacobs), and various manufacturers.
She provided project management as a Field Implementation Specialist for United Airlines, along with holding positions as a Compliance Project Manager, Document Control Coordinator and a Project Manager for various businesses.
Outside of work she enjoys spending time with her family, being around animals, and the outdoors.

We choose Buildout Pros to perform the reconfiguration of our office suites.
